Structural Funds

The main Community Funds covered by this bibliographical guide to the annual reports available on the Archive of European Integration are:

European Social Fund Annual Reports

Set up by the Treaty of Rome, the European Social Fund (ESF) is the oldest of the Structural Funds. During the transitional period (until 1970), it reimbursed the Member States half the cost of vocational training and resettlement allowances for workers affected by economic restructuring.

A review of the system at the end of the transitional period led to an initial reform in 1971 that increased the Fund's resources substantially, replaced the system of retroactive funding with new rules providing for applications for assistance to be submitted in advance, and introduced a link between assistance and Community policies.

A second reform in 1983 laid down the guidelines for the Fund to focus on:
  • training young people to combat the growing unemployment within this section of the population: they were to make up at least 75% of the beneficiaries of the Fund
  • the regions most in need.
The First through Seventeenth Reports cover the activities of the Fund from the reforms of 1971 until 1988. The ESF was fully integrated into the new Structural Funds mechanism in 1989 and reports on its financial operations are covered by the Structural Funds Annual Report as of 1989. Three short, independent reports were issued for 1989, 1990 and 1991.

European Agricultural Guidance and Guarantee Fund Financial Reports

Regulation (EEC) 729/70 on the financing of the common agricultural policy required the Commission to submit an annual financial report to the Council and European Parliament on the resources and expenditures of the Fund in the preceding financial year.

The Reports cover both guarantee and guidance expenditures. The Guarantee Section expenditures relate to the operation of market supports for products and agricultural prices. The Guidance Section covers financing of improvements in farm structures and marketing systems for certain products. The financing of food aid was added starting with the Third Report.

All three topics were covered in a single report until 1976. Starting with the Eighth Report in 1977, it was published in two parts. One covers guidance, the other guarantee operations and food aid.

The 19th and 20th Reports on the Guidance Section were issued under a different title: Review of the activities of the European Agricultural Guidance and Guarantee Fund: Guidance Section. The 20th Report for 1990 was the last in this series. Subsequent information on expenditures for farm and rural development are covered by the annual reports on the Structural Funds.

European Regional Development Fund Annual Reports

The ERDF was set up in 1975 and has become the main instrument of the Community's regional policy. Its purpose was to help redress regional imbalances through participation in the development and structural adjustment of regions whose development is lagging behind and conversion of declining industrial regions.

The First through Eleventh Reports cover the period 1975 through 1986. Subsequent information on the financial activities of the ERDF are in the annual reports of the Structural Funds. Short, independent reports were issued for 1989, 1990 and 1991.

Structural Funds Annual Reports

The Single Act (1986) gave the Community new competence for economic and social cohesion and set its objectives and means. The foremost of these was systematic use of the Structural Funds. This entailed a reform of their operational rules. The Council carried out this reform by Regulation 2052/88 of 24 July 1988. Regulation 4253/88 of 19 December 1988 laid down the implementing provisions for coordinating the use of the Funds.

Cohesion Fund Annual Reports

The Cohesion Fund was provided for by Article 141 of the Maastricht Treaty. Initially on 1 April 1993, the Council set up a æhesion financial instrument' (Regulation 792/93/EEC). The Cohesion Fund replaced it on 16 May 1994 (Regulation 1164/94 modified by Regulations 1264/99 and 1265/99).

The Fund is reserved for Member States with a per capita GNP less than 90% of the Community average and who have set up a program aiming to meet the criteria set by Article 104c of the Treaty. This concerns excessive government deficits in the context of coordinating economic policies as part of EMU. Four Member States qualify: Spain, Greece, Ireland and Portugal.
