    Abstract

    Das Spiel um die Besetzung des ersten Präsidenten des Europäischen Ra-tes ist eröffnet. Dabei ist das Ergebnis mehr als offen. Wichtiger als die Personen ist das Profil der Ämter. Profitieren wird die EU nur von einem starken Präsidenten. Und die rotierenden Präsidentschaften benötigen neue, attraktive Aufgaben.
