    Abstract

    [From the introduction]. In this paper, I will analyze the European Union policies and strategies for ensuring energy security. In doing so, I will delineate the historical reasons that delayed the development of a common strategy and the institutional framework in which the policies are decided. Then I will present the main proposals made by the European Commission as well as the latest actions and decisions taken. Finally, I will analyze the impact this strategy will have on Europe’s relationship with its neighbors and the main oil and gas producing countries in the world.
