    Abstract

    [From the introduction]. Does the interplay between individual citizens and a supranational court therefore reflect a specifically ‘European’10 substance of citizenship? The paper elaborates on this question. I argue that, the change of influential actors does indeed reflect the particularity of citizenship in a non-state. The argument builds on other work on fragmented citizenship and citizens’ rights in Europe and elsewhere.11 It sustains the notion of a new type of citizenship which is not only fragmented but also derived from a mixed set of practices. The following four sections elaborate on the development, conceptualisation and implications of such practice in the EU. Section two summarises citizenship facts and findings. Section three revisits the concept of citizenship practice and summarises the socio-historical approach. Section four presents legal and political accounts of citizenship practice in the EU. Section five proposes to expand this perspective’s theoretical tools.
