Abstract
A withdrawal of countries from the EU or the creation of a new suprana-tional Union are neither realistic nor desirable alternatives in case the EU governments fail to solve the constitutional question. In order to retain Europe’s ability to reform itself and as a trade-off for their readiness to find a compromise in the upcoming intergovernmental conference, the “Friends of the Constitution” should demand a radical revision of the cur-rent treaty amendment procedure.
