Abstract
This paper is intended as a contribution to that growing literature which seeks to understand the European Community primarily as a regulatory state and to analyse the establishment and functioning of the Single European Market as an exercise in regulatory reconstruction. Wajone, 1989 and 1991; Pelkmans, 1989; Sternberg, 1990; Dehousse, 19921 [I] By focusing on rules and rule-making the paper is primarily concerned with identifying the competitive stuggles between and within professions which have helped to shape, and have in turn been shaped by, the making of EC-wide rules in the sector of professional services.
