Abstract
[From the Introduction]. The European Community emerged as the core regional organisation in Europe at the end of the 1980s. The Single European Act (SEA) marked a resurgence of formal integration among the EC states characterised by a change in policy priorities and in the decision-making process. The SEA, presented by and large as a modest modification of the Rome Treaties, proved to be far more dynamic than originally anticipated. Renewed confidence in the Community intensified pressures for further integration. Agreement was reached to convene two intergovernmental conferences in December 1990, one on Economic and Monetary Union and the second on Political Union. The purpose of this paper is to address the issues that are dominating the Political Union IGC.
