Abstract
[From the Introduction]. In this paper, we seek to achieve two goals. The first is the mapping of the regulatory regimes within - or allied to - the Single Market program. To this end, the paper will focus on the Merger Control Regulation', procurement practices within the Utilities (2), and the harmonisation of technical regulations and standardization. Our concern will be to establish the forces that gave rise to the particular regimes and which continue to shape their evolution. The second goal follows from the first and seeks to establish what the dynamics of regime change and evolution tell us about likely future developments.
