    Abstract

    Competition (antitrust) policy is one of the most fundamental policies underlying the European Community because of its relationship to the original overarching goals of the Community to create a European common market to which distinct national markets give way to the "Single Market". While this may come as a surprise to those familiar with the large role played by cartels in the industrialization of Europe, the emphasis on competition rules followed from the decartelization of Germany during the Allied occupation following the Second World War. The now-expired European Coal and Steel Community Treaty (1952-2002) was of limited scope but, nonetheless, laid the single market groundwork for the more expansive European Community Treaty.
