Abstract
This paper attempts, first, an estimation of the distribution of the CAP benefits and costs among member states during the last ten years, which include both post- and pre-reform periods and, second, the simulation of the impact of a partial re-nationalisation of the CAP on the distribution of benefits and costs. Furthermore, given the direction of the CAP towards reducing support through prices and increasing the direct payment components, the scenario of fully decoupling price support is implemented and the re-nationalisation simulation is implemented against this scenario also. An important by-product of the analysis is the estimation of the impact of the 1992 reform of the CAP on the distribution of benefits and costs among member states.
