Abstract
In their initial judgment of the European Council meeting in Brussels, CEPS Director Daniel Gros and Assonime Managing Director Stefano Micossi find the agreement reached by the Heads of State and Government a positive development on balance. In this new CEPS Commentary, they note approvingly that much of the substance of the Constitutional Treaty has been preserved. They point to a promising feature to be seized upon, which is the two-treaty structure: one containing institutional provisions and the other, implementing legislation, which may open the way to partisan political debates about policies within the Union.
