    Abstract

    An increasing number of low-skilled workers in Germany are employed, but they often earn low wages and are subject to precarious employment conditions. A look beyond our borders shows that a high employment rate among low-skilled individuals is also feasible under better conditions, as long as education and labor-market policies are equipped with the appropriate instruments and resources.
