Abstract
On 29 March Theresa May will at last notify President Tusk of her country’s intention to withdraw from the European Union. In this Discussion Paper, Andrew Duff proposes how the UK and EU institutions should set about the negotiations. The joint objective is to ensure that Brexit happens in a legal, orderly and democratic way, and that the way is prepared for a new form of durable association. Duff recommends the setting-up of a special Joint Transition Authority - a unique body, answerable to both parties - in order to oversee over a longer period the full completion of the Brexit process and the preparation of the next phase of Britain’s European partnership. Brexit will happen; negotiations will be challenging; but that does not mean both sides should make the parting more difficult than it already is.
