Abstract

This policy brief from Bruegel sets out priorities for a common European immigration policy. Migratory pressure on the EU is rising, some member states with a significant stock of immigrants are facing major integration challenges, and the EU is struggling to attract and retain top talent in the global competition for high-skilled workers. The policy brief identifies three priority areas for European policy action: high-skilled migration, irregular migration, and asylum. Concrete policy recommendations for these three areas are made and discussed not least in view of the ‘pact on immigration’ to be presented by the French presidency.
