Abstract
[From the Introduction]. The inclusion of a common foreign and security policy was one of the more controversial aspects of the Maastricht Treaty on Political Union. In the defence arena, the proposed relationship of the EC to the Western European Union and the North Atlantic Treaty Organization was also hotly debated. Rapid and major change in the international political environment, including war in the former Yugoslavia, gave great salience to the attempt to formulate common foreign, security and defence policies, while revealing the weaknesses in present arrangements to these ends.
