Bilaine, Katharina (2019) Low-skilled workers in Germany – low wages, precarious conditions. Bertelsmann Policy Brief #2019/05. [Policy Paper]
PDF - Published Version Download (1503Kb) |
Abstract
An increasing number of low-skilled workers in Germany are employed, but they often earn low wages and are subject to precarious employment conditions. A look beyond our borders shows that a high employment rate among low-skilled individuals is also feasible under better conditions, as long as education and labor-market policies are equipped with the appropriate instruments and resources.
