    Abstract

The working paper on “Challenges to the EU’s Policies on Migrants and Asylum Seekers” highlights issues around the increased migratory pressure on the European Union (EU). The EU is addressing the refugee/migrant crisis with various policies and agreements with third countries, particularly with Turkey and North African countries. The paper examines the limitations of such agreements with regards to concerns over the EU’s human rights obligation and the costs and incentives for third countries. It also looks into the policy dilemmas the EU is facing in trying to balance the need to protect its external borders while at the same time providing international protection to those in need.
