Abstract
The 2003 European Security Strategy drove the agenda of EU foreign policy for about a year or two – then its impact fizzled out. If we want to avoid the same fate for the future EU Global Strategy for Foreign and Security Policy, we have to already start thinking about the impact we want it to have.
