Abstract

[From the Introduction]. It is clearly inevitable that the countries of the Mediterranean region should take a keen interest in their powerful, northern neighbour. Indeed, the importance of the EC as a trading partner creates, by itself, a need for them to consider what form their relationship with the Community should take, as a matter of great priority. There is arguably little alternative to a close relationship with the EC and the Mediterranean countries are particularly interested in the prospect of improved access to EC markets for their exports which, together with financial assistance from the EC, could accelerate their economic development; the prospect of free access to EC labour markets for their workforce is also attractive. Conversely, geographical proximity, mutual interests and colonial links have also compelled the members of the EC to take an active interest in the Mediterranean region.
