Abstract
[From the Summary]. While this is a note about aviation security, it does not purport to be a comprehensive analysis of the sector. It seeks rather to highlight the US initiatives relating to airline passenger data exchange, outline EU responses to US measures and discuss the December 2003 Agreement to resolve the conflict arising from divergent legal systems on privacy and opposition by civil liberties groups(2). It then argues for a multilateral-global framework to provide legal certainty and achieve wider acceptance and consensus.
