Abstract
The rise of conservative regimes in the United States and the UK after 1980 allowed theorists reflecting those conservative reference points to shape current thinking on poverty in the respective systems. Conversely, during the same time, the European Union developed an approach to poverty and disadvantage that go beyond Anglo-American definitions to include notions of social and political exclusion. Although the return of the Labor Party in the UK allowed the adoption of the, by then, well conceptualized policy of social exclusion as a key policy of the European Union, under a Democratic president in the U.S., conservative policies, if anything, were enhanced. This paper will briefly review the development of the policy of social exclusion in the European Union and social welfare initiatives in the United States and make some comments on the respective processes.
