Abstract
This paper explores the impact of ‘informal inter-institutional dynamics’ on the policy-making process of the European Union (EU). It argues that the informal conventions brokered by the EU’s primary institutions--the crux of inter-institutional dynamics--engender both institutionalization (an entrenchment of norms) and integration (a redistribution of power among the institutions), which in turn have resulted in a re-engineering of the EU’s de facto constitution. An evolution of informal conventions is traced, a taxonomy of informal conventions is constructed, and their impact on the wider scope of European integration is considered in detail.
