    Abstract

    The maintenance of EU-level relations with Japan was eased from the foundations of EU-Japan relations having always rested on the economic dimension. The case study begins with the renewed involvement of the Community in Euro-Japanese relations in the 1980s. The current era of greater communication and cooperation between the EU and Japan was initiated by the conclusion of the EU-Japan Joint Declaration of 1991. The case-study will examine the Joint Declaration and the resulting network of institutional linkages in some detail to discern the impact of the EU level in the EU-Japan relations. It is not enough that the institutional linkages between the EC and Japan maintained a distinct EU level in relations. The EU level will also be shown to have measurably added to the substance and strengthening of European relations with Japan. Although distinct, the EU-Japan dialogue was not necessarily in competition with Member State policies towards Japan. It will be shown that the member states have recognised and encouraged the features of the EU-Japan dialogue which complement their own bilateral policies.
