Abstract
Seit dem Fall der Mauer wurde Europa in neuer Einheit geordnet. Erweitern und Vertiefen bestimmten in dieser Zeit die Politik der Europäischen Union. Heute ist die Erweiterung über ihren Höhepunkt hinweg, und die Vertiefung durch Vertragsreformen will auch nach mehrfachem Anlauf nicht gelingen. Doch die Welt wartet nicht auf ein Europa: Die Union muss ihre Politik an neuen Leitbegriffen ausrichten.
