Abstract
At this stage, much of what can be written about the negotiations must be speculative, and this paper attempts to develop the ground rules by which our collective crystal balls will be utilized. In addition to offering reasoned argument about the likely negotiation scenarios, different theoretical approaches are drawn upon to highlight possible outcomes of the negotiations. Prior to those discussions, it is important first to briefly set out the context of the ACP-EU relations within which negotiations are to be held. Second, the main characteristics of the two groups of states will be discussed, and third, we will draw lessons from previous negotiations between the two groups, which might illuminate the likely paths of this impending dialogue. The final section will draw from international relations theories to see what assistance they might offer in terms of predicting the outcome of these negotiations.
